The only purpose she seems to have in the story is to give Kazuya *some* play by having a girl who actually likes him but also have her not be a real option because she's annoying and, more importantly, underage which *kind of runs into issues with the first thing for multiple reasons*.

Ruka just...doesn't work. She fails as a rival to Chizuru because Kazuya has to be forced to be with her, she fails as a foil to Kazuya because no meaning connection is made with their behavior, and she fails as proof of Kazuya being a good person, because *he still acts like a creep around her*

This manga really is just a shitty version of Scott Pilgrim, oh my god

The idea that this story is about how Kazuya is a person everyone around him has effectively given up on and Chizuru is the one person willing to hold him accountable and forge a real relationship is actually a great set up for a romance story
