Für viele Patienten ist schwer erkennbar, was ein echter Notfall ist. Wenn dann noch „Strafgebühren“ für Notrufe im Raum stehen, könnte das vor allem ärmere Menschen und jene mit niedriger Gesundheitskompetenz vom Notruf abhalten. Potentiell gefährliche Maßnahme.
