I thought the Presidency's discussion of barriers and levers was quite solid -- obviously not comprehensive, but that is what the full report is for.

On principles, a lot of this looks pretty good. But I was surprised not to see alignment with the best available science there.
If the roadmap is not 1.5C aligned (even taking overshoot into account), what are we all doing here?

The first global stocktake was concluded at COP 28 in Dubai in 2023. Among other things, it called on parties to contribute to global efforts on "transitioning away from fossil fuels, in a just, orderly and equitable manner".

I’m at the First International Conference for Transitioning Away from Fossil Fuels (it’s the academic chapter today).
I wonder if I’m the only New Zealander in attendance? As the NZ government is not coming.

Collectively, the 40 CETP members have cut their international public finance for fossil fuels by a whopping 78% since the commitment was signed -- a fantastic achievement.

My thoughts are with the ordinary people of Iran and all countries in the Middle East/Gulf region affected by this war.
My thoughts are also with the people of countries like Pakistan, Bangladesh and Sri Lanka, who will be the hardest hit by rising oil prices due to the Strait of Hormuz closure.

Also still launches the "Belem Mission to 1.5", which still has no hooks back in to the process after it produces a report.

What this text *does* still have is the establishment of a "Global Implementation Accelerator" - and it's still unclear what that is.

Outputs are pretty weak though. A summary report, but with no link back into the process via CMA consideration. I would be surprised if some parties didn't react strongly to this.

On scope, it's a compromise that I think all parties will be able to live with: all GST outcomes, but with a focus on means of implementation.

However, on the bright side, the text decides to develop a "just transition mechanism" which is what many countries & civil society have been asking for.

On NDCs, the text keeps the part that encourages parties to strengthen their NDCs at any time

This text would launch a "Belem Mission to 1.5C" that would essentially replicate the Baku to Belem Roadmap to 1.3T but for mitigation and adaptation, not finance.
