UNEP has written a nice report on overshoot, though, perhaps 10 years too late.

But I am somewhat surprised there is so little focus on the requirement of short-term action. Overshoot and non-overshoot both require deep & immediate reductions in emissions...

The remainder of this year presents a vital opportunity to accelerate the transition while unlocking new opportunities for sustainable development, energy access and economic resilience.

Let's not waste that opportunity!

And we encourage all Parties to support the Roadmap, ensuring it does not just become a document, but rather the start of strengthened global cooperation on translating the global stocktake TAFF commitment into concrete action – as a route to shared security, prosperity and development.

We urge the Presidencies of COPs 30, 31 and 32, and all Parties, to engage to build an inclusive, country-led forward path for the Roadmap beyond COP31, and towards the Second Global Stocktake.

Developed countries should move first and fastest in their roadmaps, consistent with CBDR-RC, and they must provide the financial and technical support and international cooperation to reform unfair debt, tax, and trade rules to make transition feasible for others.

They must incorporate just transition, economic diversification, energy access and affordability.

And they should provide a framework for reforming fossil fuel subsidies and shifting public finance towards clean energy.

These roadmaps must contain milestones, pathways and timelines aligned with science, and address both fossil fuel consumption and where relevant production.

National roadmaps are not abstract exercises. They are implementation instruments, investment plans, and coordination tools. For developing countries, they are an opportunity to plan in order to access finance, while meeting development aspirations and reducing exposure to fossil fuel price shocks.

We urge all Parties to produce national or regional roadmaps for the transition, complementing and implementing NDCs.

This includes concrete guidance on mobilising and aligning public finance flows in support of national roadmaps, and addressing structural barriers such as ISDS.

Notwithstanding that country-led nature of national policies, the Presidency’s Roadmap can also provide guidance, and identify solutions and routes to support, for how countries can develop their own national roadmaps, building on existing energy plans, NDCs, and LT-LEDs;

The roadmap must set out solutions and pathways consistent with this global science-led trajectory, while recognising that how these global benchmarks are implemented into national policies must remain country-led;

The Presidency's roadmap should articulate a science-led direction of travel for the global transition away from fossil fuels.

Finally, I was fortunate to be invited to deliver one of the opening interventions, and here are some highlights from what I said:

We also heard varying perspectives on national roadmaps. Norway said the global roadmap "can have a supporting role in informing countries' NDCs which must remain the primary vehicle, they cannot be replaced by other plans."

Now, at this point you may be wondering - what about the major fossil fuel exporting countries?

We did not hear from (or indeed see) Saudi Arabia, the Arab Group or the LMDCs in the room. It seems they have chosen not to engage with the Roadmap process.

We also heard a lot of appetite from Parties that the Roadmap process continues past COP31 - including UK, France, Switzerland for EIG, Norway, and the Marshall Islands. However not all seemed convinced.

Other interesting things from the discussion:

the Netherlands and Colombia were given space at the start of the meeting to reflect on the Santa Marta #TAFF1 conference -- which I thought was an interesting choice by the Presidency. Shows the synergies between the roadmaps and the Santa Marta

In their interventions, parties and groups stressed various barriers. Ones we heard time and again were e.g. access to concessional and grant-based finance, high cost of capital, technology gaps.

AOSIS stressed SIDS specific barriers such as limited landmass and project bankability constraints.
