In a similar vein, allowing non-citizens to vote in municipal elections could have far-reaching consequences for land use politics in New York and other cities with concentrations of non-citizens. The Chinese and Bangladeshi enclaves described in this Article could take a significant step toward more formal strategies if they had greater capacity to elect and influence city councilmembers. Would the defensive downzonings described above have been as widespread if immigrant residents of those neighborhoods had more say in their implementation? The New York City Council has flirted with this reform in the past but has yet to cross the threshold.

THE HILL New York Attorney General Letitia James (D) expressed frustration with New York City Mayor Zohran Mamdani (D) for endorsing a group of democratic socialists for statewide races following his victory last November. “Some of the candidates that he has supported are individuals who do not understand the politics of New York City, the cultural differences from district to district, who have not been part of the history and the struggle of some of these districts, and are relatively new to the body politic,” James told CNN. Mamdani’s influence in New York elections was present in state and congressional primaries, with Claire Valdez and Darializa Avila Chevalier winning House races against incumbents, in addition to two state Senate and four Assembly race victories. James said other political colleagues have expressed that they are “disappointed” in Mamdani’s push to change the party. “All of us are a little frustrated with the Democratic Party. But you don’t blow it up. That’s what MAGA has done,” James told CNN.

Now that Democratic Socialists are getting elected to office and winning power, the pressure is on. In New York City, Mr. Mamdani’s mayoralty will be seen as a test of whether socialists can govern. The D.S.A. is fiercely nonhierarchical, with a labyrinthine structure that tends to lend itself to infighting. But the conference in New Orleans by the group’s advocacy arm, the D.S.A. Fund, was highly organized. There were workshops on zoning reform, seminars on the dangers of Big Tech and sessions on the transition from activism to governing.
