Throttling may be temporary. Maybe not for OpenAI or Anthropic. Big biz wants AI. They will look for less expensive alternatives, e.g., DeepSeek or others that are niche for specific tasks. What it might mean is competition and reduced $$ expectations for the big frontier lab profits.
