i think powell's response here is a demonstration of the folly of the idea that democratic accountability requires presidential control. what if the president is not acting in the public interest? you want independent agencies to be able to push back and pursue their *congressional mandate*

What this describes isn't deportation. It's imprisonment abroad at US taxpayer expense with no trial.
Vile and stupid but also ironic given that this is precisely how MS-13 was created in the first place: refugees fleeing US-backed terror in El Salvador formed gangs in LA, then got deported to Central America where the gangs flourished as a direct result of these US policies.
