This is the general assumption: that the US can ramp up production in a war. But most of these munitions were probably expended in the first six weeks of a relatively small-scale campaign. Would the US be able to scale up at the necesssary speed vs. China?

"controversial" is a euphemism.
Note that in two articles today, WaPo describes a "sale" of bombs to Israel. This is extremely misleading. The reported $2.bn package is 100% funded by US taxpayers via the Foreign Military Financing grants for Israel to buy US weapons.
