Sorry, resident of Spain here. Ceuta is a hugely multicultural city of 80.000 people that has now 12.000 additional people living on the street. Ceutis have made it abundantly clear that they have a problem with the *government* for not sending appropriate help to manage this, a very decent claim

This is all probably impossible - Ceta ratification alone seems challenging ahead of European elections - but the imagery is very welcome. Carney has the best vision of a post-US world order and the EU is the best vehicle to make it happen.
