French President Emmanuel Macron and Canadian Prime Minister Mark Carney agreed on Sunday in Saint-Pierre and Miquelon to deepen cooperation on energy and security, amid tensions with the United States.

You can read a lot of this as a pretty simple strategy: build power so you can constrain the US now, deal with problems like Russia that Trump won’t, survive if the US elects more Trumps, and have a good position to negotiate with an agreeably rational possible future US
