There is certainly scope to reprioritise within the EU budget - I am assuming that that is the point you are trying to make. But it is well known that there are historical path dependencies in play and large moves are difficult. Also some flexibility is being proposed by the Commission.

Le gouvernement a présenté son projet de budget 2027. Le véritable effort est de 43 milliards d’euros. Et qui va payer ? Notamment les retraités et les élèves de prépas et de BTS.
Le budget Lecornu, une bonne dette de vaincu
Sous la pression des marchés financiers, le gouvernement prévoit des économies partout, sauf sur les très gros revenus. Pas sûr qu’il s’en sorte lors des débats à l’Assemblée.
