Ukrainian President Volodymyr Zelenskyy said Kyiv, Washington and Moscow would hold trilateral talks in November to revive stalled peace negotiations, while Ukraine would not discuss troop limits or enforced neutrality.

Putin believes strikes on refineries are acceptable costs and Russia benefits from suspensions of these types of aid … esp. with more evidence Moscow is able to outsource its refining capabilities to countries Ukraine cannot strike.
