The measure, which went into effect in May 2026, requires website owners hosting harmful material for minors to prohibit VPN use. However, the state's Department of Commerce has paused enforcement while awaiting a federal court ruling on a legal challenge filed by Aylo, the company behind Pornhub. This law makes websites liable for users' VPN activity, raising concerns among privacy advocates about potential overreach. The Electronic Frontier Foundation warned that such laws could force sites to ban all VPN IPs or mandate global age verification, infringing on user privacy. Utah became the first U.S. state to pass this type of legislation earlier this year, positioning it as an amendment to existing age verification laws. The legal battle highlights tensions between content regulation and digital freedoms, with critics arguing the law could set a precedent for broader restrictions on VPN use across the country.
