US clears $2.68 billion air defense modernization deal for Ukraine
The US State Department overnight on September 19 approved a possible sale to Ukraine of air defense modernization equipment, related gear, and services through the Foreign Military Sales program. The potential deal is valued at approximately $2.68 billion. Should an agreement between Kyiv and Washington be reached, Ukraine would finance the procurement using a combination of contributions from European countries and funds from the US Foreign Military Financing (FMF) program, which were allocated by the previous US administration. One statement specified that the funding had been provided by the administration of Joe Biden. FMF funds will count as a US capital contribution to the Ukraine Recovery Investment Fund on a one-to-one basis. However, the State Department’s statement did not clarify what share of the payment would come from the European countries versus the FMF. The Ukrainian government requested the purchase of a range of non-standard defense articles, including S-300 Clone missiles for S-300 systems, GAM-67 anti-radiation missiles, long-range air defense missile systems with laser guidance, Improvised Transporter Erector Launcher (ITEL) version 1.5, modification kits for mobile launcher systems, RPS 202 radar stations to counter unmanned aerial systems, and semitrailers with telescoping masts. The order also includes spare parts, consumables, repair and return of equipment, software, technical documentation, transportation, engineering and logistics services, and other assistance to be provided by the US government and contractors. The agreement is focused primarily on strengthening Ukraine’s air defense. APKWS system missiles are intended to target conventional and rocket-powered Russian drones. According to the official statement, Ukraine will be able to readily integrate these systems and services into its armed forces. Reports indicated that S-300 Clone missiles are compatible with Soviet-made S-300 launchers, which form the core of Ukraine’s air defense arsenal, and can be used to intercept a range of high-altitude targets, including aircraft, jet-powered drones, cruise missiles, and certain ballistic missiles. The US government will select the contractor or contractors on a competitive basis for this deal. The possibility of entering into offset agreements has not been ruled out. The State Department said that carrying out the deal would not require sending additional US government representatives or contractors to Ukraine. The department’s press release stated, “The proposed sale will support the foreign policy and national security objectives of the United States, and will enhance Ukraine’s ability to meet current and future threats.” The State Department also stressed: “The proposed sale of this equipment and support services will not alter the basic military balance in the region.” The department concluded that the deal “will not have a negative impact on US defense readiness.”
