If Congress passed a law that defined incarceration as a "previous condition of servitude", wouldn't this prohibit states from disenfranchising people based on criminal convictions?

If Congress used #Amendment15 properly, this sort of shenanigans at the state level would be much harder.
Wyoming removes anyone who didn't vote in the most recent election from voter rolls (in this case, the 2022 election).
