It should outline greater protections for anyone that chooses to protest & exercise their first ammendment rights. It needs to have harsh penalties for any member of law enforcement that uses excessive force on protestors.

Amendment 87 does not add any language to the constitution, it simply deletes existing language. So 55% is not needed, just a simple majority.
