This exact thought crossed my mind regarding TAVIAN/ARCUSAT. They were never in German waters before turning around and had the opportunity to never enter. Yet German CG found a way. =)

Caveat, last interdiction that caused a U-turn was not very visible in open sources.
But I doubt anything will/did happen. A tough German line maybe rather was a tough point because of all the publicity ARCUSAT received.

The most remarkable thing about Arcusat is that it's using an IMO number that simply doesn't exist. No such number has ever appeared in the IMO database. In Equasis the entire ship is given the status "never existed"!
