A British businessman and his Greek associate have each been sentenced to 16 years in prison for brokering illegal arms deals worth tens of millions of pounds to conflict zones in Africa and the Middle East. David Greenhalgh, 68, from Croydon, south London, and Christos Farmakis, 48, were convicted in June after a nine-week trial at Southwark Crown Court of arranging the unlicensed supply of ex-Soviet fighter jets, surface-to-air missile systems, anti-tank missiles, AK-47 assault rifles, battle tanks and hundreds of thousands of rounds of ammunition between 2009 and 2016. The weapons were destined for embargoed countries including Sudan, South Sudan and Libya during periods of civil conflict, in deliberate breaches of UK and international arms export controls. Prosecutors said the pair acted as middlemen in black-market transactions that ran into tens of millions of dollars, with none of the deals licensed by UK authorities. Farmakis, who was tried in his absence and whose current whereabouts are unknown, used his position as an adviser to Greater London Enterprise, a body receiving local and government funding, to present a respectable facade while conducting the illicit trade. Judge Sally-Ann Hales KC described the offending as deliberate, sophisticated and financially motivated, persisting over many years. Both men were found guilty of multiple counts under the Export Control Order 2008. The case was brought following an investigation by HM Revenue and Customs, which highlighted the severity of unlicensed arms brokering that fuels conflict and undermines international sanctions regimes.
