Not just the UK, either. Benelux is the hub of European aviculture and escaped birds can easily reach the UK from there, and have done - like the Serin with a Belgian aviculture ring that turned up on Shetland in 2010.

Just in case anybody’s missed this: The species of parrot Chili is is called a white eared conure! They’re of the Pyrrhura genus and pretty closely related to their more common cousin, the green cheek conure. They are however quite a bit smaller and less common in aviculture

This happens in aviculture a lot too, especially with various parrot species. Which, because they're parrots and typically bond with a specific human caregiver, means the bird also gets to suffer that deprivation.
