eventually landed on kof2002, which had sound issues after running the set through backbit rom conversion utility

got tired of listening to random character samples getting triggered by bgm, dug into it, carved the VROMs until it was fixed

spent a good chunk of the weekend getting SMKDAN's old neogeo diagnostics bios to work as a PROM and MROM -- you can load it on a flash cart such as the Backbit Platinum, Darksoft Multi, or NeoSD Pro

still have a few bugs to iron out but getting there
