You can test this by having him take a big breath, hug his knees to his chest, and bob face/knees down in the water. If he sinks, he won’t be able to backfloat. If he doesn’t sink, he can backfloat once he learns proper form.

In my girlhood, wading pools were usually step-down in-ground pools. (I often taught my small swimming students how to backfloat by "playing otter" in the wading pool.) Splash pads got more popular after the ADA was enacted; they're great for accessibility b/c you can roll wheelchairs through them.
