A key ingredient is "low-traffic conditions".
Since motor traffic is like a gas and expands to fill all available space, the provision of a ring road alone will not magically create these conditions. Hence scepticism amongst informed observers about Galway Ring Road merits.

✅ Walkable w/ Green space
✅ Affordable
