Krampus goes on him in November and doesn't come off until January. Then Junkfood for spring, Beachrat for summer then Aviator for Autumn 🥰

I actually think the most reasonable explanation was that Junkrat already had two legendary skins in Winter Wonderland: Beachrat (in reference to the Australian summer climate) and Krampus (evil Christmas creature).
