The density bonus would have to be more like "instead of building 80 units, you can build 400 units, of which 20% have to be affordable". I fear that density bonuses are very rarely on that kind of scale.

In New Jersey, inclusionary zoning usually involves two-story zoning being replaced by five-story zoning, and PILOT. It's an absolutely radical amount of upzoning, which is required to make developments pencil with 20% affordable. Most IZ bonuses are no where near big enough to offset the cost.

Density bonuses are not funding for IZ, as they essentially admit the underlying zoning is itself unreasonable.
If density bonuses are the only political path for upzoning fine, but we should not pretend it's anything more than that.

but you need to change this across all countries, and this is mostly not a developed world problem. developing countries heavily encourage publishing, giving bonuses for them, and tracking KPIs like H-indexes, journal IFs etc, so they can show growth of science there.

And density bonuses are great, but also an admission that the underlying zoning is an unjustifiable barrier. You cannot treat removing bad zoning rules as funding.
