I get why Steam CCUs are combed through and talked about so extensively. The data is available. Which, for this industry, is miraculous.

But CCUs only tell one part of the story, and the way people extrapolate and make wild conclusions based only on CCUs is unfortunate.

I get it. But meh.

Carbon capture, utilisation and storage (CCUS) is essential to Australia’s lowest cost pathway to net zero. Reaching net zero is virtually impossible without carbon capture, utilisation and storage (CCUS). The International Energy Agency, Intergovernmental Panel on Climate Change, CSIRO and the Net Zero Australia initiative are all clear that CCUS is essential to reaching net zero. CCUS plays a unique role among a portfolio of emissions reduction technologies as it can address emissions from existing facilities and from hard-to-abate industry, including ammonia, iron and steel, and cement production. CCUS also underpins large-scale engineered carbon dioxide removal technologies and, combined with natural gas, is the most affordable pathway to low-carbon hydrogen today. Australia is a global leader in CCUS, hosting two of the largest dedicated CO2 storage projects operating in the world today. Since commencing operations in 2019, the Chevron Gorgon CCS project has stored more than 12 million tonnes of CO2 (Mt CO2), while the Santos and Beach Energy CCS project in South Australia started operating in October 2024 and can store up to 1.7 Mt CO2 per year. Combined, these projects are storing the equivalent to taking around one million petrol cars off the road each year. Australia’s world-class CO2 storage resources and wealth of CCUS skills and experience within the industry provide a comparative advantage for the roll-out of CCUS. This comparative advantage can deliver large-scale emissions reductions while attracting investment in Australia to the benefit of all Australians. With the right agreements in place, Australia is also well placed to support emissions reductions in our region by partnering with other countries to transport CO2 for permanent storage in Australia. The Future Gas Strategy committed to establishing a new Transboundary CCS Program as an immediate action to “provide options for energy security and carbon management solutions for our regional partne undermining investment confidence. Failing to adequately recognise the essential role of CCUS risks making reaching net zero and maintaining industrial competitiveness in Australia harder and more expensive. Recommendations • Deliver a national CCUS strategy that outlines the role of CCUS in emissions reduction and industrial development • Ensure CCUS is eligible for support from emissions reductions policies and programs, in particular for hard-to-abate industries and for shared CO₂ transport and storage infrastructure • Accelerate bilateral CCUS agreements with key regional partners and streamline project approvals by removing regulatory duplication

The Committee has also questioned whether the Government is aware of the climate risks of emerging CCUS technologies failing to deliver their stated benefits. “The PAC’s inquiry heard that CCUS may not capture as much carbon as expected, with international examples showing that Government’s expectations for its performance are far from guaranteed,” it stated. “[We note] recent scientific evidence that producing liquid natural gas, which will be used to run several CCUS projects, leaks more greenhouse gases into the atmosphere than previously thought. This could undermine the rationale for pursuing certain schemes.” A 2022 report from the Institute for Energy Economics and Financial Analysis concluded that five of the world’s largest 13 CCUS projects are under-performing by at last 20% and as must as 50%. The PAC wants Ministers to use the development of the forthcoming Carbon Budget Delivery Plan to assess whether, instead of investing in CCUS, it may be more prudent to support direct emissions reductions in high-carbon industries. The Plan should also include new CCUS deployment targets and provide clarity on support for smaller CCUS at dispersed sites, in the PAC’s opinion. PAC chair Geoffrey Clifton-Brown said: “Government is gambling on carbon capture technology becoming foundational to achieving net zero.

There's a bit of data in here that I think will fly under the radar for most people. According to the AER, the oilsands used 257 BILLION litres of freshwater in 2024 alone. That's a 12% jump in freshwater use intensity from 2023. And that's without CCUS in the picture. #ABLeg #ABPoli #CDNPoli #CCUS

Anything that leads to more fossil fuels coming out of the ground is bad news.
David Ho, an oceanographer and carbon removal expert at the University of Hawaii, argued in the journal “Nature” that carbon removal technology (like CCUS) should not be regarded as the solution to climate change “as if it somehow replaces radical, immediate emissions cuts.” I sent Carney’s MOU to Professor Ho, who responded that the MOU is not good news for anyone “who values a habitable planet.” “CCUS projects have a long history of failure, and even when they succeed, much of the captured CO2 is used for enhanced oil recovery ,” wrote Ho. “The MOU explicitly allows EOR, and anything that leads to more fossil fuels coming out of the ground is bad news.”
