Keep in mind that even under the best of circumstances, BAAJA *might* marginally reduce GHG emissions but most definitely *will* enable fossil fuel companies and data centers to stockpile & lock in "forever" permits during the balance of the Trump administration that hobbles deeper, future GHG cuts.

I suspect @kevinjkircher.com's analysis will provoke much consternation from the pro-BAAJA crowd, but I hope folks give serious consideration to the reality that the GHG emissions impact of BAAJA, given its lack of GHG guardrails & radical transformation of bedrock laws, is deeply uncertain.
I modeled the potential economic and environmental impacts of BAAJA, the permitting bill the Senate will soon vote on. Under assumptions that I consider plausible, BAAJA likely increases domestic greenhouse gas emissions and domestic mortality attributable to air pollution.

The GHG intensity implied by adding clean electricity generation at the cost of adding domestic GHG emissions from fossil fuels is 1.7 kg of new GHGs per kWh of new clean electricity generation. This is 70% worse than the 1 kg/kWh GHG intensity of electricity from a typical coal-fired power plant.

I'm afraid this model has very severe limitations and, by design, cannot model what BAAJA would do.
