Agree with the Bianco recs and if you go to the one downtown and there's a wait, hanging out at Bar Bianco is nice. Tacos Chiwas has some veggie options, though it is more meat forward. Spendier but amazing, I'd say Lom Wong; more casual and with lots of veggie options (and locations) Cornish Pasty.

Tacos Chiwas in Mesa is an institution. I’ve heard good things about Espiritu too. In Phoenix Presidio and Casa Corazon are incredible. Comedor Guadalajara is also an experience. It’s hard to find bad Mexican food here honestly.
