The UN condemned the attack as a “grave breach of international law.” Media groups, including CJFE, demand accountability & protection for journalists.

So he did have a window to make changes. He still controls the board majority, so he theoretically still could, but it was painfully clear that they never had a coherent plan. Very on-brand for much of his education agenda, really.
