The problem was from #BushJr. He setup the #CommercialCrew program for #NASA and designed it for only #ONE winner.I argued this from its beginning.Not for hate of #Elon, I liked him then(Not now).But it pushed all of the other amazing space flight teams out of running for winning the contract.

What's wrong with testing their rocket as much as possible? Starship HLS is a fixed-price milestone-based contract including 1 lunar landing test & 1 crewed lunar landing. Starship is primarily funded by SpaceX themselves and any overruns is on their own budget. Like Boeing with CommercialCrew now.
