Davidson County assesses pay disparities and staffing efficiency in law enforcement agencies.

HRMS presented comp‑ratio and wage comparisons showing North Dakota state pay close to but generally below private-market benchmarks and reported turnover down to about 11%; HRMS said health insurance ranked first in the 2024 and 2022 employee surveys and recommended careful consideration before changing family-paid employer coverage.

Brazos County HR and consultant Seagull briefed commissioners on a compensation and benefits study covering more than 100 jobs. The firm recommended consolidated pay structures, noted some positions may be above market due to compounding merit increases, and said HR will validate job descriptions and align funding before implementation.

Consultants reported the district's central office is lean compared with large peers and identified pay-compression clusters — especially in trades, IT, finance and school leadership — that could undermine retention; staff said final reports and funding options will follow in coming weeks.
