Sheriff's Office staff described a DSHS-funded pilot to embed clinical intervention specialists and other state-funded behavioral-health positions in the county jail to serve competency-restoration ("Trueblood") patients. The county would provide two supervisory positions; the state would fund clinicians. Commissioners asked contract and bed-day questions; staff requested approval to complete contract steps.

Interim Commissioner Greg Slovonic told the Oklahoma House his department missed early consent‑decree deadlines and is asking for $17 million to staff competency restoration, expand beds and cover related costs; he also said an SSM facility purchase may be delayed after his team found an undisclosed 3x3 hole filled with water.

Witnesses told the House Corrections & Institutions Committee that S.193 would create legal authority and a clinical program for competency restoration for a narrow set of serious criminal cases, but questions remain about where the facility would sit, who evaluates competency, staffing and potential contractor conflicts.

S.193 would require the Department of Corrections to establish a forensic facility for competency restoration and certain NGRI cases; floor amendments added clinical staffing, 72‑hour evaluation and interim reporting requirements and the Senate ordered third reading.

State's attorneys and a judge described S.193 as a narrowly tailored bill to provide competency restoration and placements in secure forensic facilities for a small subset of life-offense cases; the committee deferred votes and asked for edits and additional stakeholder input.
