More than 50 detainees, including Russian citizens, are planning to launch a hunger strike this week to protest what they have described as unbearably harsh conditions at one of the largest U.S. immigration detention centers, according to three people familiar with the matter. The detainees are located at the Folkston D. Ray ICE Processing Center, a privately run Immigration and Customs Enforcement (ICE) detention center in Folkston, Georgia, that was expanded last year under a $47-million contract with the Department of Homeland Security. A document written by detainees dated Sept. 14 and seen by The Moscow Times describes a range of issues. Among them: a lack of adequate medical and dental care, problems communicating with people on the outside, disparaging attitudes from staff and poor living conditions at the facility, part of which is a converted former prison. Detainees complain of having limited time outdoors, being unable to sleep, mold on ceilings and mattresses and poor ventilation. One of the document’s authors said that he had not had a dental cleaning in his nearly two-year stay at the facility. Representatives of the Donegal School District board of directors and Donegal Education Association reached a tentative agreement Monday, according to union President Justin Neideigh. The union’s 225 members will vote on the proposed contract this afternoon. If a majority of the union’s members approve of the contract, the school board would vote on the agreement at its meeting Thursday. An approval by both parties would conclude negotiations exactly 100 days after the previous teachers contract expired. Teachers have been working under the terms of the expired contract, and its 2025-26 average salary of $80,108. If the union does not approve the tentative agreement today, board President Oliver Overlander said the board would give a public update on the issues Thursday, including salary schedules. As of Tuesday afternoon, a vote on the tentative agreement had not been added to the board’s agenda. Pennsylvania law requires a board to post the final agenda 24 hours before the meeting. Despite beginning negotiations last November, the two parties have struggled to find a compromise. Over the summer, the board requested the Pennsylvania Labor Relations board appoint a third-party to find some middle ground between the union and board. Though the union struck down the third-party proposal twice, prompting the public release of the proposed contract, Neideigh said in September “that both sides are willing to keep talking and working it out until an agreement is finalized.” Both Overlander and Neideigh said they planned to use the third-party proposal as a basis for reaching agreement on a new contract. In the third-party proposal, teacher salaries rose on average 4.2%, 4.0%, 3.8% and 3.6% over the life of a four-year contract. The union had previously proposed a 4.9% annual average salary increase, while the board proposed a 3.8% average annual salary increase in the first three years of the contract, followed by a 3.5% increase in the final year. Overlander said in September that the board would not increase salaries higher than the annual raises proposed by the labor board. Donegal’s first-time teachers are currently paid at the 2025-26 starting salary rate of $59,469 — the lowest starting salary rate in Lancaster County — according to the Pennsylvania State Education Association. The third-party contract proposed salary increase for the 2026-27 school year would not have brought the district’s starting salary above the next-lowest starting salary of $62,185 offered by Octorara Area School District. Octorara, which is based in Chester County, serves students in Christiana Borough and Sadsbury Township. “Attracting and retaining teachers is a laudable goal,” the proposal states. “But, past discrepancies that have manifested over many years cannot be remedied … over four years in a single contract period.” The proposal stated that the district is currently on a “sound financial base” but state funding is unpredictable, and the district’s only guaranteed source of funding is through real estate tax increases: “Care must be taken to not overburden the tax base.” For healthcare, the labor board proposed a cost-sharing increase of 0.5% per contract year — a compromise between the 1.25% annual increase proposed by the board and the 0.25% annual increase proposed by the union.
