Because it shows you are climbing the escalation ladder way too slowly to meaningfully deter him so it will just cause him to escalate further because he thinks you’re weak. It’s the equivalent of sending Ukraine a single 1911 after the Russian invasion, it’s really a countersignal of escalation.
