Just FYI, the last bit about "quantities under 4 liters" actually matters a great deal. A lot of these companies, Crown Royal included, have bottling plants in the U.S. (as many are owned by the large international conglomerates like Diageo) and so they can still ship to U.S. bottlers without a ban.
