This isn't a surprise to the publishers. They have been expecting this move for a while now. What they are worried about is the universities. The budget cuts there are going to make journal subscriptions highly vulnerable (Deltathink believes 20% cut in three years).

Maybe the distinction is that they're not trying to obscure what's being sought here (total amount of spend in the market) while they do want to keep the specific amount paid by each institution private. They can disclose the former (as they do in the DeltaThink survey) without releasing the latter

I'm going to guess that DeltaThink are going to say that's not possible because they only publish aggregate data-insights and that was a condition of their survey ... but hey, I'll ask them! Maybe something can be pieced together from publisher accounts too, at least for the Big Five.
