Back to Dublin: lots of people hop onto passing buses when it starts raining & then stepping off again when it stops. So public transit plays a role (and the Leap Card 90-minute fare helps with that too)

Hmm…not sure it’s universal. In Dublin, you see surprisingly few umbrellas being carried or when it’s raining. Umbrellas usually means it's a wedding, a funeral, tourists or someone just got their hair done. My long-time theory: rain starts & stops so quickly that locals can’t be bothered
