This was during his first Presidential campaign, when he was Governor of Arkansas. It was partly a reaction to George Bush Sr. using the Willie Horton case against Dukakis in ‘88, but a lot of us on the left still found it really disgusting. The 1994 Crime Bill, too.

1980s farm crisis, when Iowa had elected Reagan by about 7pts in 1984, only to vote for Dukakis by 10pts in 1988, and staying relatively blue for two whole decades.
Joining Iowa, though, is Kansas and Nebraska, both states that we've actually seen some discussion as of late.
