In 2020, the Portland City Auditor’s office found that the City’s oversight of its own Enhanced Services Districts (ESDs) was virtually nonexistent. That meant the City was basically facilitating a de facto property tax on residents for the benefit of private corporations with no evident ROI

It also handles publication bias. Since published effects tend to be inflated, raw ESDs can mislead. ESDist can produce adjusted benchmarks alongside unadjusted ones, including an "iceberg plot" that shows both distributions together.

The Wheeler Administration responded to the audit by outsourcing their response to the guy who effectively wrote ESDs into state law and having him bring the Downtown Clean & Safe ESD into conformity with ESD “best practices,” and then they rewarded Clean & Safe with a bigger district and more money

Going to try to loop @councilordunphy.bsky.social and @counciloravalos.bsky.social back into this so there’s no confusion about ESDs. Once an ESD is created it’s effectively impossible to dissolve

Speaking as a guy who became an accidental lobbying watchdog, who looks at city lobbying data on the regular, and who has read up on the history of ESDs in Portland, this just looks like a way to fund more business lobbying. My advice is don’t do it. Don’t make another Enhanced Services District
