See below, then go to Cyberpunk 2077\bin\x64, right-click on the .exe, hover over Send To, then click Desktop (create shortcut). Only run the game through the exe when Steam is closed (check your tray!)

@32mbit.bsky.social taught me how to launch it in 9-bit mode i.e. colors are reduced to Sega Mega Drive/Genesis color palette.
Create a .bat file in the exe folder and put "grafx2.exe -rgb 8" in the contents.
Notice the bottom right.
