The Constitution gives Congress the power of the purse. The president's job is to "faithfully execute" the decisions we've made and he has signed into law. He may not impound, redirect or confiscate money outside federal law.

it is actually kind of bananas how unitary executive theorists have taken a straightforward clause requiring the president to "faithfully execute the laws" and transformed it into a grant for the exercise of limitless unenumerated power.
The Take Care Clause was a byproduct of the lessons learned from the Glorious Revolution that the executive should not be able to dispense with the law promulgated by the legislature. It was not a constitutional provision to empower the executive branch— but to constrain it!

Jeffries: The constitution requires the president has the responsibility to take care that the laws are faithfully executed. Spending agreements passed through the appropriations process are law. When those laws are violated, the constitution has been violated.

Yeah this is obviously within Congress' power? I see absolutely no way that this isn't. The President is an empty vessel. Their job is to take care that the laws are executed faithfully. Who decides the laws? Who decides if they're executed faithfully? It's obviously Congress.

If there's one thing we know about this administration, it's that it will faithfully disburse congressionally authorized subsidies.
