A withdrawal can be done without going on a recall list, basically, it can be done without going through the process of establishing the class of threat, etc.

Withdrawals are for violations not subject to FDA legal actions, not stuff you'll be sued over.

Bottom line: this is going to be bad. Remaining inspectors will now be "generalists" rather than focus on specific industry. So an inspector will now handle diverse processes like medical devices and baby food rather than just baby food. What could go wrong?
