But many politicians still think that capacity should be built only to meet actual orders, this is a recipe for disaster. The factories can be privately owned, but countries have to share a part of the financial risk. Or we could build stockpiles but that would be even more expensive.

This model of a privately built & operated facility, operated on behalf of the federal government with federal oversight, is what we've done since the Manhattan Project. There's a larger question about whether GOCO is the best way to run facilities incl non nuclear facilities, but it does work.
