Did you run something like CPUz or GPUz alongside the issue to see if there's some sort of compute power bottleneck (CPU or GPU). If you're using a laptop, sometimes the CPU is downclocked due to overheating. Couldn't imagine that's the issue, but it's an easy check :)

Yeah, so that's almost certainly just a quirk of Task Manager even if OBS is also freezing - GPU reporting in it is specifically pretty weird. GPU-Z can give you a better report here, and getting the game up to max load and letting it run for a few will show better results. www.techpowerup.com/gpuz/

Hmm. Installing and syncing my preferred browser is up there. I do enjoy seeing what I've got with CPUz, GPUz and run Furmark. On a laptop, I'll tweak power settings for plugged/unplugged, lid closing function (don't stay on in my backpack) and scaling%/resolution.

Update: I think we did it. *knocks on wood like minecraft steve* it seemed to be a bios issue, gpuz said my pcie lane was gen 1.1, i updated the bios, forced gen 5, and now everything seems to be working, I'll do some harder testing later since i just want to relax in the bliss for now.

Oh....that's a really low end mobo :( If you haven't, I would download GPU-Z - www.techpowerup.com/gpuz/ .
Then go to "Advanced" tab > choose "PCIe Resizable Bar" from the drop down > and confirm everything says "Yes".
You may also want to check if the mobo has a BIOS update
