As you may've noticed, this was not a "mixed" decision, but a clear victory for Beatty, @democracydefendersaction.org, & Wash Litigation Grp. I got mixed up because Judge Cooper simultaneously denied a *different* grp of plaintiffs a prelim injunction to oversee the Kennedy Center's renovations.
Judge Cooper has rendered mixed decision on Kennedy Center, which I'm still reading. But he finds RENAMING was ILLEGAL, and decision to close it down for 2 years was dereliction of common law duty of prudence.
