David Galula estimated you need *at least* 20 troops per 1000 local population in an insurgency, and in Algeria during his time the French had more like 60-70 per 1000.

Federal LE would struggle to hold the greater LA metropolitan area and San Diego ALONE.

I once tried citing the book "Counterinsurgency Warfare: Theory and Practice" by David Galula in an online debate about whether the Legion would have been able to successfully occupy the Mojave. It didn't really convince anyone but I was proud to have it in my back pocket.

According to David Galula, 20 troops per 1000 residents is the *minimum* force requirement for an active insurgency and at times, the French had 70+ in Algeria and still lost.

Off the top of my head would add Douhet on airpower, Clausewitz obviously, Galula on counterinsurgency, Mao on guerilla war and protracted war, and even Iklé on war termination even though he was a PNAC guy
