There are laws in states like CO, CT, WA and NY that prohibit geotargeting users with a certain radius of health care facilities (including PP locations) so whomever did this should be prosecuted to the fullest extent of the law.

Last thing to check if everything else is done... Is the site using any sort of geotargeting to serve Google the country it's crawling from rather than the correct page for the local language? Look at logfiles to check this.
