I think you are being very unfair. The calibre of the politicians involved suggests that personal financial gain & perceived power & even titles [gongs] are a greater incentive. These are not profound thinkers. Look how they are so ham fisted in dealing with the Good Friday Agreement & Brexit!

Tangentially, it reminded me of a film of elephants striking gongs with their trunks. The interesting part being that they were highly rhythmical. Doing that has interesting balance implications.
