Mayor Goodway is actually from a classic American tradition of mayorship; popular locally because she's so involved in everything even though there are loads of corrupt favors for her chicken. Similarly Mayor Humdinger is some type of local business tyrant.
I have had this discussion with other dads: what kind of government does the city of Adventure Bay have? You could claim it is Warlordism. Or you could claim it was the old Italian elite patron-client model. But it is not a free society.
