Commissioners agreed to begin the next phase of work by clarifying foundational choices — single- vs. multi-payer, role of commercial carriers, and who bears financial risk — and asked staff for definitions and examples (U.K., Australia, Oregon) to inform future decisions.

Council voted 7–0 to direct the city manager to prepare a resolution requesting annexation consideration by the Shoreline Regional Fire Authority and to begin outreach steps including a pro/con committee and public hearing planning; financial scenarios and governance options will return to council in July.
