Because most of the time the clipper isn't invoked. What you think of as "clipping" is actually the guard-band. DirectX mandates a huge guard-band - it's -32768 to +32767 in pixels. Any triangle inside that guardband does not get clipped geometrically, it just gets per-pixel/span/tile clipped.
